Nature and functions until 19th December 2011

In accordance with the provisions of Article 25 of Decree 398/2006, of October 24th, approving the Regulation for the development of the Law 16/2005, of December 27th, of the geographic information and the Institut Cartogràfic de Catalunya, the Cartographic Coordination Commission of Catalonia (C4) works in Plenary or in technical commissions because of the themes. The  Plenary determines the creation of technical commissions, which will be formed by members of the C4 and, when applicable, by external people with recognized competence in the matters to be tackled. The C4 will be able to charge the technical commissions with the achievement of goals in relation with the matters within its scope.

In this legal framework, the C4, in its meeting nº 6 held on 24th July 2006, approved the creation of the Technical Commission INSPIRE, which have as a main function to foster the participation of the Catalan administration in the INSPIRE working groups and with the following goals:

  • Studying and discussing the documents (drafts, implementing rules,...) produced by the INSPIRE working groups, subject to public consultation (SDIC/LMO).
  • Supporting the Catalan experts participating in the thematic working groups for drawing up the technical specifications of the themes included in Annex I of INSPIRE Directive.
  • Promoting and coordinating the participation of the different competent bodies in the different themes of Annexes II and III regarding the proposal of reference material, specifications candidates and experts.
  • Analysis of the impact of the rules approved by the European Parliament, in the framework of INSPIRE Directive, on the datasets which make the PCC up.
  • Studying and discussing the documents resulting from the Directive transposition by the Spanish State.
  • Coordinating the demands arising from the Directive application that the Spanish State may make to the Departments of Generalitat.
  • Coordinating, organizing and supporting the Directive development, both in the data and metadata standardizing programmes (coordinating with the PCC) and in the aspects of the implementation of INSPIRE services architecture (discovering, viewing, downloading).
  • Collection of the official indicators defined by Inspire for Catalonia.
  • Analyzing the possibility of extending the INSPIRE concepts to the local administration level.
