Nature and functions

In accordance with the provisions of Article 25 of Decree 398/2006, of October 24th, approving the Regulation for the development of the Law 16/2005, of December 27th, of the geographic information and the Institut Cartogràfic de Catalunya, the Cartographic Coordination Commission of Catalonia (C4) works in Plenary or in technical commissions because of the themes. The  Plenary determines the creation of technical commissions, which will be formed by members of the C4 and, where applicable, by external people with recognized competence in the matters to be tackled. The C4 will be able to charge the technical commissions with the achievement of goals in relation with the matters within its scope.

In this legal framework, the C4, in its meeting nº 13 held on 19th December 2011, created the Technical Commission called CT3:GMES (Global Monitoring for Environment and Security) to tackle all the aspects related to the Earth Observation European Programme. This Commission, since January 2013, is called CT3:COPERNICUS. It has assigned the following functions:

  • Studying, analyzing and discussing the documents (specifications, technical and operational requirements of the infrastructures and regional and local support actives) prepared by the European Commission, the European Space Agency or the European Environment Agency, among other stakeholders responsible for implementation and operation of Copernicus.
  • Supporting Catalan data producers, added value generators and Earth observation users about the specifications and opportunities that Copernicus offers and about the contributions that can be made.
  • Establishing conversations and making consultations to all relevant stakeholders in the field of Earth observation and Copernicus.
  • Analyzing the impact of the Copernicus data policies and the products and services arising from it on the datasets which make the Cartographic Plan of Catalonia up.
  • Coordinating and supporting the knowledge transfer and communication tools of Copernicus programme and other international and national programmes that provide it coverage and amplitude.
  • Supporting a better use of Copernicus data by the Catalan Administration.
  • Analyzing the possibility of extending the Copernicus concepts to the local administration level.
  • Analyzing and designing possible contributions in the form of actives or support infrastructures for a better implementation and use at local and regional scale of Copernicus.
