The commission carries out its tasks through a structure based on different working groups (GTs), each dealing with:

• GT-BTA: The creation of the Harmonized Topographic Database (BTA). Data specifications version 1.0 were formally approved by the Permanent Technical Commission of the Geographic Superior Council in its meeting held on November 4th, 2008. After this first step the group is focused on the update and completion of this database in order to improve its data model and correct the faults reported by producers and users on this version. These activities are being performed not only paying special attention to the documents generated within the INSPIRE Directive development and transposition process, but also to the changes introduced in the new version of the Spanish Metadata Core (NEM v1.1)
• GT-BTU: The creation of the Urban Topographic Database (BTU). This consists of the compilation of technical specifications including a feature catalogue, a dictionary and a data model describing a harmonized topographic database at urban scales for Spanish regions. These activities are being developed paying special attention to the experience gained during the BTA v1.0 development process (which was previous in time) and also looking at its future evolution. INSPIRE and ISO standards constitute the normative framework for the activities of this working group.
• GT-Cases: The development of an action plan, aimed at harmonization purposes, concerned with the definition and matching of the different map-sheet aggregation blocks for which a specific region (CCAA) must be responsible for within the BTA context. This includes the establishment of matching procedures for those geographic features split at CCAA boundaries. The challenge is to achieve a database composed of continuous geospatial information.
